If Anthem Part Two was made for a console that mixed the Genesis sound chip with the NES sound chip. Also, I could add proper vocals if it's ok

The reason why Oil Ocean's Act 1 music plays in Act 2 is because Sonic the Hedgehog 2 was released on Tuesday, November 24th, 1992, which is about 2 years before the release date of Sonic the Hedgehog 3 (February 2nd, 1994), and that game was the first to have different music for each act
